
HOUSE CONCURRENT RESOLUTION NO. 20
(By Mr. Speaker, Mr. Kiss, and Delegates Trump,
Staton, Douglas, Pino, Varner, Fox, Webb and G. White)
[Introduced February 8, 2002; referred to the
Committee on Rules.]
"Commemorating the twenty-fifth anniversary of the
Frasure-Singleton Student Legislative Program and recognizing
the selfless contributions of its program director, Sue
Tewksbury."

Whereas, With the passage of SJR 20 in 1976, a program was
established to educate West Virginia's college students on the
legislative process by providing them with educational
opportunities outside of the classroom environment; and

Whereas, The Frasure-Singleton Student Legislative Program was
officially named in 1979 after Dr. Carl M. Frasure, retired Dean
Emeritus of the College of Arts and Sciences at West Virginia
University, whose volunteer work years earlier as staff secretary
to the Joint Committee on Government and Finance and research into
the legislative process led to the creation of Legislative Services
and the Honorable Julius Singleton, Jr., Speaker of the House of
Delegates from 1961 through 1963 who is credited with guiding the implementation of several improvements to the legislative process;
and

Whereas, The Frasure-Singleton Student Legislative Program and
its two college program predecessors at West Virginia University
and Parkersburg Community College have accounted for eleven members
of the House and Senate, several committee chairs, one Senate
President, one executive officer, one circuit court judge, three
appointed commissioners and numerous staff in several State
agencies and the Legislature; and

Whereas, During the twenty-five year history of the
Frasure-Singleton Legislative Intern Program, twenty-four years
have been under the program direction of Sue Tewksbury, who only
stepped aside one year to further her education by completing her
master's degree; and

Whereas, The successful annual implementation of this program
benefits not only the students that participate, but also the
membership of the Legislature and the State of West Virginia;
therefore, be it

Resolved by the Legislature of West Virginia:

That the Legislature hereby commemorates the twenty-fifth
anniversary of the Frasure-Singleton Student Legislative Program;
and, be it

Further Resolved, That the Legislature hereby congratulates
Sue Tewksbury for her continued direction and dedicated service to
the Frasure-Singleton Student Legislative Program; and, be it

Further Resolved, That the Clerk of the House is hereby
directed to present a copy of this resolution to Sue Tewksbury,
Program Director.
